Then the origin of the matter is that the one who does this is a disbeliever, outside of the religion of Islam. However details and investigation by the people of knowledge are required to apply this ruling on a specific individual.

Such a person is a disbeliever, regardless of any situation or circumstance the person was in. Even if the person was ignorant or confused.

Such a person would be a disbeliever if they persist on these statements/actions of shirk/kufr after being shown the right guidance and having the reality of the matter made clear to them.

Then the affair of making takfeer of an individual (declaring one to be outside of Islam) is something any layman can investigate and judge, especially if they rely on the news and social media for information.

Then Ahlus-Sunnah hope that the one who committed an act of kufr/shirk out of ignorance (e.g. not knowing that action was kufr/shirk) will be excused

Shaykhul-Islaam ibn Taymiyyah mentioned that some people who commit acts/statements of disbelief are disbelievers, while others are not disbelievers. Each case has to be investigated, as some people who commit these acts were ignorant, misled by deviant scholars, or thought their action was something legislated in Islam due to their misunderstanding.
